The work of the Intergovernmental Negotiating Committee on Plastic Pollution (INC3) took place from 13 to 19 November 2023 in Nairobi, Kenya. The objective of these negotiations was to prepare the first draft text that could lead to a new international treaty.
More than 161 delegations representing governments, international institutions, scientists and representatives of civil society such as PAN Africa took part in this important meeting.
During these negotiations, the delegations discussed the zero draft submitted by the Chairman. Work thus focused on the preparation of a new consolidated and validated text, which should include the numerous proposals submitted by the Member States. However, a number of these new elements could not be resolved in view of the divergent ambitions. INC-3 therefore failed to achieve its main objective, namely to give the Chairman a mandate to prepare a draft treaty text.
