Plastics in Senegal: A Step Forward Towards a National Roadmap for Action

As part of the implementation of Senegal's National Plastics Action Partnership (NPAP-Senegal) — an initiative led by the Government of Senegal with support from the United Nations Development Programme (UNDP) and the Global Plastic Action Partnership (GPAP) — a workshop was held on Wednesday, June 17, 2026, at the SAMA Hotel in Dakar, Senegal, to continue the development of the National Plastics Action Roadmap by the Metrics Advisory Group (MAG).

This second workshop of the Metrics Advisory Group (MAG 2), chaired by Mr. Ablaye Diop of the Regional Centre of the Basel and Stockholm Conventions for Francophone Africa (CRCBS-AF), brought together several participants, including the Senegal Metrics Advisory Group made up of various government directorates and agencies, representatives from UNDP Senegal, the indicators consulting team (Systemiq), laboratories, civil society, industry players working in the plastics sector, as well as NGOs such as PAN Africa.

The objective of the workshop was to validate the results of the work carried out by the consultants.

The workshop opened with words of welcome and thanks to the various participants, delivered by Mr. Ablaye Diao, Director of CRCBS-AF, and by Ms. Catherine Phuong, Programme Officer at UNDP.

Following these welcome remarks, the agenda was presented by the consultants and then validated by the participants. Once the agenda was approved, the consultants proceeded to present the results of their work. Each presentation was followed by discussion, exchanges, and final validation.

A. Presentations and Validation of Results

The first presentation, delivered by Cloé Ragot, covered Senegal's national plastics action roadmap and the decisions taken during MAG 1. Following this first presentation, Cloé Ragot continued with a second presentation introducing and contextualizing plastic flows in Senegal.

After this introduction, Balthazar and Cloé Ragot provided a detailed analysis of plastic flows in Senegal, establishing the relationship between population and plastic production, collection and recycling, and end-of-life impacts.

The final presentation focused on 2023 results and the business-as-usual scenario through 2040. For this presentation, the consultants concentrated on visualizing the 2023 results and the projections for 2040.

Following the presentations, discussions, and exchanges, all results were validated and the next steps were announced.

B. Next Steps

The following next steps were agreed upon:

•       the date of July 22, 2026 was set for the next meeting of the Metrics Advisory Group (MAG 3);

•       this meeting will be held in person;

•       it will feature the presentation of analyses related to the 2040 systemic change scenario.
